The Office for Attracting Strategic Enterprises (OASES) admitted a seventh batch of 18 strategic enterprises on 22 October 2026. Paul Chan, Financial Secretary of the Hong Kong SAR, officiated the ceremony. The annex to the release lists the name Solana.

Solana Company says it is the firm behind that name. The company is listed on Nasdaq under HSDT. Its release from the same day says OASES admitted no other blockchain infrastructure company in 2026.

Solana Company says it has opened an office in Hong Kong. That office is meant to serve as the base for Asia-Pacific operations. The headline of the same release says the Asia-Pacific headquarters will be established in the city.

Under the name “Pacific Backbone”, the company plans to set up validators in Hong Kong. The release gives no start date and no stake size.

Joseph Chee, chairman and chief executive, said Asia-Pacific is central to the strategy. Hong Kong, he said, is the base for advising institutions and for building infrastructure in the region.

With the new batch, OASES counts 142 enterprises. The government expects about HK$84 billion of investment from the whole group. It also expects about 26,700 jobs over the coming years.

In the same release, Solana Company names the Stablecoins Ordinance, the Hong Kong Monetary Authority’s Project Ensemble, and trading in regulated stablecoins on licensed platforms.

What to watch

  • When the Hong Kong validators start, and how much stake they hold
  • Whether a government text spells the list entry Solana out as Solana Company
